HO CHI MINH CITY, Nov. 14 (Xinhua) -- Vietnam will apply a " single-door" customs clearance mechanism, firstly at three airports in northern Haiphong, southern HCM City and southern Ba Ria-Vung Tau, to shorten customs clearance time, local Tuoi Tre ( Youth) newspaper reported Friday.


The new customs policy allows businesses to work only with one agency instead of many to have their customs cleared.


Businesses are required to submit their customs clearance form to the national online portal via the Internet, instead of sending written documents to different ministries and industries. Upon receiving the online declarations, the customs agencies will verify them from the database of the national portal, the report quoted Deputy Finance Minister Do Hoang Anh Tuan as saying.


The simplified procedure will reduces the customs clearance time for businesses when arriving in or leaving Vietnam, from 21 days (as the end of 2013) to only four days, said the finance official.


Vietnam simplifies customs clearance procedure in line with the ASEAN single-door customs mechanism, scheduled to be applied in 2016.


Under the plan, businesses from the ASEAN countries will declare customs via the ASEAN single-door mechanism when they are exporting to, or importing from, each other.


ASEAN is a ten-member bloc comprising Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei, Cambodia, Laos, Myanmar and Vietnam.


Vietnam will pilot the single-door customs mechanism with Laos, Indonesia, Myanmar and the Philippines in 2015, Tuoi Tre reported.
