DURBAN T. J. Logan Womens Jersey , South Africa, July 16 (Xinhua) -- The South African Department of Trade and Industry (DTI) said Sunday they will spend about 7.5 million U.S. dollars by March 2018 to support emerging black filmmakers in the country.


At the Emerging Black Filmmakers Workshop during the Durban International Film Festival (DIFF), Director of Film Production at the DTI, Nelly Molokoane said the South Africa Emerging Black Filmmakers Incentive started in 2014 and has so far benefited 40 filmmakers.


"We are planning to host intense workshops in various provinces to assist filmmakers in accessing this support," said Molokoane.


Some producers have been struggling to access funding and the workshop was an information session. The Emerging Black Filmmakers Workshop was targeted at emerging film producers who want to access the incentives scheme and inform them on how to do it.


The workshop was hosted to assist those that needed training on the incentive scheme and guidelines Chad Williams Womens Jersey , said Molokoane.


Rehad Desai, Director of the Marikana documentary, Miners Shot Down and a beneficiary of the incentive, said the funding will enable South African producers to compete on the continent and in the world in terms of quality production.


"We are seeing far more films being produced since the launch of the scheme and this means funding of projects happens in a lot short space of time and one can go into production quicker. This also means our production companies are becoming sustainable but the incentive can be made more accessible as some of the costs are regarded as non-qualifying and this affects the production qualification," he added.


DIFF is an annual event which is the oldest and largest film festivals in Southern Africa. The film festival started on July 13 and will end on July 23 Markus Golden Womens Jersey , 2017.

Signing an extradition treaty with the United States is essential to China's ongoing efforts to capture and repatriate economic fugitives, a senior security official has said.


Yet experts on both sides said an agreement may be unlikely in the short term, as obstacles and misunderstandings remain over China's judicial system and progress in human rights protection.


According to China's Ministry of Public Security, at least 150 Chinese economic fugitives, many of them corrupt officials D.J. Humphries Womens Jersey , are hiding in the US.


Over the past 10 years, however, just two people wanted on criminal charges have been repatriated.


"We face practical difficulties in getting back fugitives who have escaped to the US due to the lack of an extradition treaty, as well as the complex and lengthy US legal procedures," said Liao Jinrong Budda Baker Womens Jersey , director of the ministry's international cooperation bureau.


Some progress has been made in judicial cooperation in recent years, but it has been slow and is still far from enough, he said.


Justice officials from both countries meet every year, in August or September, to discuss major cases Haason Reddick Womens Jersey , and the ministry says it is attempting to set up an annual high-level meeting, such as with the US Department of Homeland Security, to exchange intelligence with the view to repatriating criminals and recovering illegal assets.

Much of the cooperation between China and the US now is done through Interpol.

Legal experts agree progress in cooperation is being made, but they flagged several challenges in the relationship that stand in the way of a treaty.

"Both countries would benefit from the further progress that an extradition treaty would represent," he said. "But I don't think conditions are ripe yet for meeting this challenge."


The US already has a treaty with the Hong Kong Special Administrative Region, but reaching the same agreement with the Chinese mainland would require substantial changes to its legal system and human rights policies, he said.

"In the present circumstances, it would be politically and legally impossible for the US government to agree by treaty to send anyone to China for prosecution, including Chinese nationals.
